The journal «Historical and Socio-Educational Idea» is an open-access peer-reviewed scientific online publication issued in Russian and English. Registration Certificate: El No. FS77-37034 dated August 4, 2009.

Peer-Review

All scientific articles received by the editors of the journal “Historical and Social-Educational Idea” undergo mandatory double-blind peer review (the reviewer does not know the authors of the manuscript, the authors of the manuscript do not know the reviewers).

Peer review helps the editorial board to formulate a decision – accept the manuscript for publication, recommend it for revision, or refuse publication. In the examination of the article, the reviewer is expected to evaluate and provide detailed recommendations that will help the author improve the text of the manuscript. Comments in the review should be impartial, rational, logical and aimed at assisting in the joint work on the manuscript in order to bring it to the necessary scientific level.

Article Peer Review Process 

1. The initial selection of materials and preliminary examination is carried out by members of the editorial board and is sent for further external review by experts on the subject of the article (the editorial board, as well as invited reviewers). The decision to choose one or another reviewer for the examination of the article is made by the Editor-in-Chief, Deputy Editor-in-Chief, Scientific Editor, and Head of Editorial Office. The review period is 2-6 weeks, but at the request of the reviewer it can be extended.
2. Each reviewer has the right to refuse to review if there is a clear conflict of interest affecting the perception and interpretation of manuscript materials. Based on the results of the manuscript review, the reviewer makes recommendations on the further fate of the article (each decision of the reviewer is justified):

• the article is recommended for publication in its current form;
• the article is recommended for publication after the correction of the deficiencies noted by the reviewer;
• the article needs additional review by another specialist;
• the article cannot be published in the journal.

3. If the review contains recommendations for correcting and finalizing the article, the editorial board sends the author the text of the review with a proposal to take them into account when preparing a new version of the article or to refute them in part or in full. Finalization of the article should not take more than 2 months from the moment of sending an electronic message to the authors about the need to make changes. The article finalized by the author is re-sent for review. The editorial Board sends copies of reviews to the authors.
4. If the authors refuse to finalize the materials, they must notify the editors in writing or orally about their refusal to publish the article. If the authors do not return the revised version after 3 months from the date of sending the review, even if there is no information from the authors with a refusal to finalize the article, the editors remove it from the register. In such situations, the authors are sent a corresponding notice on the removal of the manuscript from registration due to the expiration of the time allotted for revision.
5. If the author and reviewers have encountered insoluble contradictions regarding the manuscript, the editorial board has the right to send the manuscript for additional review. In conflict situations, the decision is made by the chief editor at a meeting of the editorial board.
6. The decision to refuse to publish the manuscript is made at a meeting of the editorial board in accordance with the recommendations of the reviewers. An article not recommended for publication by the decision of the editorial board is not accepted for re-consideration. A refusal to publish is sent to the author by e-mail.
7. After the editorial board of the journal makes a decision on the admission of an article to publication, editorial preparation for publication begins:

• the editor’s work with the author regarding the revision of the article;
• scientific editing;
• approval of revisions with the author;
• literary revision;
• informing the author about the stages of preparation of the manuscript, indicating the timing of publication.

8. A positive review is not sufficient to publish an article. The final decision on publication is made by the editorial board. In conflict situations, the decision is made by the chief editor.
9. The original reviews are kept in the editorial office of the journal for five years.
10. The editors of the journal send copies of reviews to the Russian Ministry of Science and Higher Education upon receipt of the corresponding request by the editors.

Indexation

Articles in "Historical and Social-Educational Idea" are indexed by several systems:

• Russian Scientific Citation Index(RSCI) – is a database, accumulating information on papers by Russian scientists, published in native and foreign titles. The RSCI project is under development since 2005 by “Electronic Scientific Library” foundation (elibrary.ru).
• Google Scholar is a freely accessible web search engine that indexes the full text of scholarly literature across an array of publishing formats and disciplines. The Google Scholar index includes most peer-reviewed online journals of Europe and America's largest scholarly publishers, plus scholarly books and other non-peer reviewed journals.

Fee for publication

 The journal is published on a paid basis.  Funds paid by authors of articles are used exclusively to compensate for editorial, proofreading, publishing, and postage expenses.

The cost of publishing a page in the journal: 500 rubles. Each article is assigned an international identification number DOI, for which an additional fee of 300 rubles is charged.

If the article contains drawings, photographs, graphs and tables, then the fee for preprinting revision is charged from 100 to 700 rubles per unit depending on complexity.

The cost of publication on a paid basis includes:

acceptance of the article, correspondence with the author, review of the article by the editorial board of the journal, editorial processing of the article, Russian and English proofreading, layout of the journal, placement of the journal on the website http://www.hist-edu.ru, mailing to authors for checking the electronic (signal) version, work on indexing the journal in systems:

- "Scientific electronic library" (RSCI),

- in the electronic library SyberLeninka,

- The Russian State Library

All articles posted on the site are in the public domain and may be used for citation, copying, printing and other noncommercial use subject to copyright.

Disclosure of information and conflict of interests

Unpublished materials used in the manuscript must not be used for personal studies without the author’s consent in writing. Private information or ideas learned in the process of reviewing must be kept in secret and must not be used in personal interests.

Reviewers must not review those manuscripts in which they are personally interested due to competition, cooperation or other relations with some of the authors, companies or organizations having any relation to the article. 

BORROWINGS, PLAGIARISM, RETRAINING

The editorial board of the journal “Historical and Social-Educational Idea” examines the material with the help of the Antiplagiat system. In case of multiple borrowings, the editorial board operates in accordance with COPE rules.

The rules of recall (retraction) of a published article

The article is recall (retracted) in the next cases:

- if the article identifies major incorrect borrowing (plagiarism);

- if the conclusions contained in the article were previously published in another publication, and at the same time there are no proper references, permissions and justifications for the need for a re-publication (cases of a duplicative publication);

- if the article’s material describes unethical research.

The purpose of recall (retraction) of a published article

Recall is a mechanism for correcting published information and alerting readers to publications containing such serious flaws or erroneous data that can not be trusted. The inaccuracy of the data may be the result of bona fide error or conscious violations.

Recalls are also used to alert readers to instances of duplicate publications (that is, when authors submit the same data in several publications), plagiarism and concealment of important conflicts of interest that may affect the interpretation of the data or recommendations for their use.

The main purpose of the recalls is to correct the published information and ensure its integrity, and not the punishment of authors who committed violations.

Articles may be recall by their author(s) or the editor of the journal.

In the event of retraction of the article, the money received by the publisher for editorial and publishing services from the author(s) is not returned.

Dear authors! According to the international rules of ethics of scientific publications, an already published article can not be completely removed from the journal’s website. Be careful when posting an article for publication!

                                                 Anti-Plagiarism Policy

From the editorial point of view, plagiarism is:

- literally quoting any materials in any volume without indicating the source;

- use of images, drawings, photographs, tables, graphs, diagrams and any other forms of graphical representation of information without indicating the source;

- use of images, drawings, photographs, tables, graphs, schemes and any other forms of graphical representation of information published in scientific and popular publications without agreement with the copyright holder;

- use without the written permission of materials, authors or owners of which forbid the use of their materials without special agreement.

The editorial board does not welcome the excessive number of citations, even if properly designed. The permissible volume of citations established by the editors is not more than 20% of the total volume of the article. Reviews and other articles, for objective reasons requiring more citations, are reviewed by the editorial board on an individual basis.

Self-citation is acceptable only if the links to all sources are correctly written. In case the author wants to publish a significant part of the material already published somewhere earlier, the article should clearly indicate where the materials were published and what caused such a need.

 Checking materials for borrowing

All articles published in the journal undergo a multistage check on the methodology developed in the edition, including the use of various tools.

The uniqueness check is carried out by editing in two systems: “Antiplagiat.ru” and “Advego Plagiatus”.

In the case of loans, the editors held their assessment, in the course of which takes into account the authorship borrowed text, the presence or absence of a formal citation and source type: scientific articles, monographs, theses, books, study guide, or simply found on the network text without explicit attribution. On the basis of the analysis, a decision is made whether the article is possible or not possible.

If a negative decision is taken, the editorial board informs the author about it, listing the borrowings that were discovered. In that case, if the proportion of the original text of the article does not exceed 50%, the editors reserve the right to refuse publication without specific borrowings.

We would like to draw your attention to the fact that since 2018 the editorial board has decided to re-check the already published materials for borrowings. This will allow:

- to avoid the consequences of the “fan” mailings articles by the authors in several magazines at the same time, as a result of which one and the same article may be republished in several editions;

- to identify incorrect borrowings that could not be identified at the time of publication of articles due to lack of materials in the public domain.

A second check of the articles will be conducted twice, one year and two years after publication. In case of detection of incorrect borrowing, which could not be detected earlier, or the fact of publication of the article in another publication, the article may be recall in accordance with the rules of retraction has already published article.

 Identification of techniques that artificially increase the uniqueness of the text

Recently cases of authors using various software products and services artificially inflating the uniqueness of the text during verification have become more frequent.

The editorial board strongly discourages the use of any technical means to improve the evaluation of the text. The editorial staff has a sufficient technical and methodological basis for exposing all such techniques.

We inform you that the articles in which signs of technical modifications are found with the purpose of artificial enhancement of the uniqueness of the text are not published in the journal (even if it is modified). If the article is already paid for the money for publication is not returned. 

Duplicate publications

Articles submitted for publication in the journal Historical and Socio-Educational Idea" should not be considered in other journals at the time of admission. If the material submitted by the author has already been published in whole or in part, the author undertakes to notify the editors about this, and also to substantiate the necessity of such publication. The decision on all such cases is made by the editorial board on an individual basis. In case of the detection of publications that fully or partially duplicate in the journal “Historical and Social-Educational Idea” the editors reserve the right to recall (retract) such an article.

Preprint and post-print Policy

Prior to acceptance and publication in “Historical and Social-Educational Idea”, authors may make their submissions available as preprints on personal or public websites.

As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in Historical and Social-Educational Idea" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.
